It's Syusuke's birthday~
not really actually lah since there's not February 29th this year. but he should not be deprived of a celebration still, though he only has one second for that.
By Order of the Missy, the entire population of Taiz Island are granted one second off in celebration of Fuji Syusuke's birthday.
